  2. 1 1/2 Tbsp. rice wine vinegar
  3. 2 tsp. Dijon mustard
  4. 1 tsp. honey
  5. 1 Tbsp. chopped fresh tarragon
  6. Salt and freshly ground black pepper to taste
  7. 4 Tbsp. olive oil
  8. 1/3 cup frozen green peas (do not thaw)
  9. 16 snap peas, each halved and blanched (see Note)
