Place the potatoes in a pot, cover with cold water by at least 2 inches and bring to a boil over medium-high heat. Reduce the heat. Simmer until very tender, about 18 to 20 minutes. While the potatoes cook, preheat the oven to 200ºF. When preheated, tent the turkey cupcakes with foil and set in the oven to warm. Drain the potatoes well and mash thoroughly until smooth. Add the milk, butter and salt and pepper. Beat the potatoes with a handheld mixer until the potatoes are light and airy. Spoon the potatoes into a piping bag fitted with a star tip. Remove the turkey cupcakes from the oven and uncover. Pipe a nice spiral of potatoes on top of each cupcake.
