Preheat oven to 325 degrees F. Combine the first 7 ingredients in wide, shallow sided plate. Set on the veal shanks and press the herb/spice mixture on to them. Heat the oil in a large skillet over medium high-heat. Brown the shanks on both sides, then set in a single layer in a casserole dish. Combine the onion, tomato sauce, stock, garlic and brown sugar in bowl; pour over the shanks. Cover and bake 2 hours, or until falling off the bone tender. Transfer the shanks to serving plates. Skim any fat from sauce, adjust seasoning, and spoon some of the sauce over the shanks. Serve the rest in a sauce boat alongside. Sprinkle with cilantro and serve.
