Place the apricots in a bowl, cover with hot water, and let stand 15 minutes. Preheat the oven to 350 degrees F. Heat the oil in a large skillet set over medium-high. Season the pork chops with salt and pepper; coat in the flour, shaking off excess. Brown the chops and then place in a casserole dish just large enough to hold them in a single layer. Add the leeks and garlic to the skillet and cook 2 to 3 minutes. Drain and add the apricots, and the remaining ingredients to the skillet. Bring to a simmer, and then pour the mixture over the pork chops. Cover and bake for 60 to 70 minutes, or until very tender.
