Preheat the oven to 325 degrees F. Lay ribs, meaty side up in a single layer in a sided baking tray. Season generously with pepper. (The black bean sauce will add saltiness). Pour in 1 1/2 cups of cold water. Cover and bake for 90 minutes, or until the ribs are quite tender. Uncover and carefully drain most of the liquid from the pan. Combine remaining ingredients in a bowl, and then spoon over ribs. Bake the ribs uncovered for another 20 minutes, or until they are nicely glazed. Transfer to platter, spoon over pan juices and serve.
