Preheat the oven to 325 degrees F. Place the ribs in a large bowl and toss in the soy sauce, rice wine or sherry, and garlic. Cover and marinate in the fridge, turning occasionally, for four hours or overnight.
Place the ribs, meat-side up in a single layer, in a shallow-sided roasting pan. Pour 1 cup of the water into the bottom of the pan. Cover and bake the ribs 1 hour and 45 minutes.
Combine the hoisin sauce, chili sauce and remaining water in a small bowl. Uncover the ribs and brush with this mixture. Bake, uncovered, 30 minutes more, or until the ribs are nicely glazed and tender. Divide the ribs among plates. Sprinkle with green onions and serve.
